Instead he basically sat on his hands while his boss the Governor sat on hers 'cause she was afraid of how it would look if the disaster was nationalized and even then couldn't/wouldn't use her own National Guard effectively. Hard to be sympathetic to NO when they reelect someone that failed them so profoundly in a life and death situation.
